Liz Truss has said she would reprioritise tens of billions of pounds of spending partly earmarked to clear NHS Covid backlogs so that social care gets a bigger share than was previously envisaged.The prime ministerial hopeful also insisted that she could meet the cost of funding the NHS and social care while at the same time scrapping the rise in national insurance that was introduced to pay for it.Ministers last year announced the introduction of the health and social care levy to raise £12bn a year.In the first three years of the new tax, the money would mainly go on clearing backlogs in the NHS built up during the pandemic, before being shifted to fund an overhaul of the creaking social care system.Ms Truss said she would scrap the levy to help people deal with the cost of living crisis as part of her £30bn package of tax cuts, which her rival, Rishi Sunak, says is “unfunded”.But she said she would still fund the NHS and social care through taxes while also cutting public sector debt, suggesting she could cut spending in other policy areas.At a Tory hustings event in Cardiff, Ms Truss said: “My priority would be putting that money into social care rather than the National Health Service because I think at the moment our councils are struggling and many people are trapped in beds in the [NHS] because there isn’t the social care available.”The former Tory leader Lord Howard introduced Mr Sunak and insisted that Ms Truss’s tax cuts would fuel inflation and add to the government debt.The ex-leader told the hustings: “I knew Margaret Thatcher. I had the privilege of serving in Margaret Thatcher’s Cabinet. I want to tell you one or two things this evening about Margaret Thatcher.“She hated inflation. So does Rishi Sunak.
