A second day of national rail strikes is set to bring fresh disruption to millions of commuters today.Just one in five trains and half of the rail network in England, Scotland and Wales will be running as the RMT union stages another walkout following Tuesday’s strike.Talks between RMT leaders and rail bosses collapsed last night without agreement, with 40,000 union members set to take industrial action over pay, redundancies and changes to working practices.A third day of walkouts is planned for Saturday, with only 60 per cent of services running yesterday in the aftermath of Tuesday’s strike.But unlike the first day of action, staff on London’s Tube will not be mounting industrial action of their own.The RMT has hit out at Network Rail’s plans to cut 2,500 maintenance jobs, as it tries to save £2bn over the next two years.Network Rail has told the union it will start the formal process to lay off up to 1,800 staff at the end of the month, but insists most of the job cuts would be through “voluntary severance and natural wastage”.The Government has announced plans to change the law to allow businesses to use agency workers to plug staffing gaps during strikes.Closed platforms at Waterloo railway station during the first day of strike action on 21 June – with services operating at 20 per cent of the regular timetable as 40,000 workers stage a walk out (Photo: Wiktor Szymanowicz/Getty)Network Rail welcomed the move but Labour and unions condemned it as a “recipe for disaster”, with the RMT accusing Transport Secretary Grant Shapps of “wrecking” negotiations, which Mr Shapps branded “a lie”.RMT general secretary Mick Lynch said: “Grant Shapps has wrecked these negotiations by not allowing Network Rail to withdraw their letter threatening redundancy for 2,900 of our members.
