A Huddersfield play centre that struggled to make ends meet after seven months of shutdown during the Covid pandemic has been permitted to expand to an outdoor area to cater for customers who don't want to be cooped up inside. But Kirklees Council's Licensing Panel (Aug 3) said alcohol sales at Playworld, on Westbourne Road in Marsh, would be limited from morning to early evening after hearing concerns from local people about potential late-night noise and anti-social behaviour. Locals made 41 written objections, and around a dozen people living in surrounding streets were present in the council chamber at Huddersfield Town Hall to make their arguments. The scheme was also opposed by various council departments including planning, public health and environmental health, which said there was "real potential" for public nuisance and loss of amenity to neighbouring residents if a late-night licence was granted. An unexpected outcome of the meeting was the revelation that Playworld had inadvertently been operating longer hours than had been previously agreed some years ago, when the business was permitted to be open from 9am to 9pm. Current owner Kiran Uppal and former owner Raj Handa said it was not their intention to create "a beer garden or a boozer" in the outdoor space, but instead to provide a seated area for adults who preferred not to be in an enclosed space in the aftermath of the coronavirus pandemic. They said any sound would be "ambient" in tone to provide background music, and that it would be provided via a bluetooth-style loudspeaker from within the main Playworld building so as to be non-intrusive. Their argument for extending opening hours and selling alcohol was to safeguard the jobs of 30 staff, and to "help a struggling business keep its doors open.

. One man said he was unable to sleep in his bedroom overlooking Playworld, could not open his windows, and had taken to sleeping in his lounge as his home was just five metres from the venue. Traffic on surrounding streets was described as "horrendous" and "a mega issue" with one woman wishing she could move away but doubting whether she could sell her home. Licensing chair Clr Amanda Pinnock (Lab, Ashbrow) said the panel had agreed to vary Playworld's licence on a limited basis. That meant not using the large car park outside the venue and installing a replacement fire exit door leading into the external area to mitigate internal noise. She said alcohol could be sold from 9am to 7pm on Friday and Saturday, and from 9am to 6pm on Sunday through Thursday. Recorded music can be played from 9am to 7pm on Fridays and Saturdays, and from 9am to 6pm on Sunday through Thursday. She said the panel had listened "very carefully" to all the representations that had been made, and "very keenly" to the views of residents and responsible authorities. She said the panel was "mindful of wanting to support businesses and the importance of making sure that struggling businesses get the opportunities that they need so they can keep going."
