Speaking on Tuesday's Good Morning Britain less than 24 hours  after the announcement, Dr Hilary said why the gap between each stage was important. "I was really pleased to see that five-week period so it can be assessed how each step is progressing, with case rates, how effective the vaccine rollout is, what measures can work and how we can ease lockdown safely," he said. "Without measures you can’t measure it, and say we're in a safe place. We've got to come out of it safely and this is a good scientific way of doing it.
