But how should officials be reacting to those who consistently break the rules? If the driving can be classed as 'careless' - then middle lane hogging is an offence, but it is seemingly a grey area, with many people believing that harsher penalties need to be introduced. New laws introduced in 2013 gave police officers the power to hand out on-the-spot fines of £100 and three penalty points. They continued: "Drivers should be getting points on their licences or at the very least an on the spot fine.
